States that he requested Blau to put his suggestions in writing. As long as the Agudah does not obligate itself to work for the Keren Ha-yesod and the Keren Kayemet, these organization do not have to help the Agudah officially as an organzation, but only as any other Jews who are part of the Yishuv. A formal procedure must be worked out in writing. Other conditions are also needed for temporary agreement. * With notes apparently by Blau as to which conditions are acceptable
