Should the President of the Community be detained on public business before the Sabbath, prayers must be delayed upon his arrival in synagogue. Private prayer quorums are banned, (except for Mourners). In order to maintain decorum, the sexton is empowered to take a mashkan (surety pledge) from the membership which will be forfeited should one chatter or act discourteously during prayers.
