First publication demanding financial reparations from Germany. Long before the war ended, the author formulated the proposition that should a State commit an injustice, an individual citizen is entitled to make a personal claim against it. This legal opinion became the basis for the reparations paid by the Federal Republic of Germany to the Jewish People. Siegfried Moses (1887-1974) had been chairman of the Zionist Federation of Germany (ZVfD). Upon his Aliyah to Palestine, Moses rose to become the first State Comptroller of the State of Israel.
