R. Meir Simcha of Dvinsk (1843-1926) was one of the foremost Rabbinic leaders of the pre-War generation. He was known as the "Ohr Same'ach" after his halachic magnum opus, a penetrating study on the Mishneh Torah of Maimonides. His Meshech Chochmah was published posthumously by R. Menachem Mendel Zak and has since been republished many times with notes and a super-commentary by R. Judah Copperman. See p. 245 for the eerie prediction: "There will come a time when the Jewish nation will think that Berlin is (their) Jerusalem, (at which point) a raging storm will destroy them."
