A native of Bulgaria, Raphael Meir Panigel (1804-93) served in the latter part of the 19th-century as Chief Rabbi of Jerusalem. During a long and illustrious career, Panigel was emissary of Hebron to Italy and received at the Vatican by Pope Gregory XVI.
