A native of Bulgaria, Raphael Meir Panigel (1804-1893) served in the last decades of the 19th-century as Chief Rabbi of Jerusalem. During a long and illustrious career, Panigel acted as emissary of Hebron to Italy, and was received at the Vatican by Pope Gregory XVI.
