Norman Bentwich (1883-1971) served as Attorney General of the British Mandate Government in Palestine from 1920 until 1931. In that year, Bentwich resigned his post as a protest against what he perceived to be the the Mandate Government’s anti-Zionist policy. For many years hereafte he was Professor of International Relations at the Hebrew University, Jerusalem. In 1951 he retired from academic life and returned to his native England. It would appear that this manuscript is the germ of thought of Bentwich’s work, The Religious Foundations of Internationalism (1959). See EJ, Vol. IV, cols. 556-7
