The author (d. 1662) explains in the colophon that this is an extract from a greater work of his on the entire Book of Psalms, however due to his lack of funds, he could not publish it. As compensation, he chose to issue this small extract, focusing on Psalm 83 since it is recited both in the morning and evening prayers. Indeed the complete work was never published.
