The Pro-Jerusalem Society was founded in 1918 and chaired by Herbert Samuel. Its mission was to focus upon the many aspects of civic life in the ancient city that the military authorities were not equipped to deal with. Following the British entry into Jerusalem in December 1917, Sir Ronald Storrs (1881-1955) was appointed military (and later, civil) governor of Jerusalem.
