Baron Rothschild was en route to Constantinople to extend to the Sublime Porte an interest-free loan of 350 million piasters on condition that the Sultan yield to the Baron sovereignty over Jerusalem and the territory of ancient Palestine. The report first appeared and was broadly applauded in the British Court Journal - a reflection of the British proto-Zionism of the day.
