Born in Salant, Lithuania in 1805, the Author served as rabbi in several neighboring towns before migrating to New York in 1860. In 1878, his widow and sons published in Jerusalem a posthumous work, Mata'ei Moshe, which contains responsa reflective of Jewish life on New York's Lower East Side Due to government censorship, the title notes the place of publication as "Amsterdam," when in fact the printing was accomplished in Johannesburg, East Prussia
