After the decimation of European Jewry in the Holocaust, the Americans and British formed a joint commission of enquiry to look into the “Jewish Problem,” as to whether to resettle the Jews in their lands of origin, or in Palestine. In the latter regard, the commission would hear testimony from both Arab and Jewish witnesses. Eventually, the commission would propose de facto abrogation of the White Paper of 1939, limiting Jewish immigration to Palestine, and the immediate issue of 100,000 certificates.The British Government rejected these proposals, wheupon it turned the entire problem over to the United Nations.
