Semyon Rosenbaum was a central figure in the Lithuanian Zionist Movement. He was elected to the Duma in 1906. When the Duma was dissolved, he was one of the signatories to the manifesto calling for civil disobedience. He was arrested and sentenced to imprisonment. This testimonial lauds his efforts on behalf of the tens of thousands of Jews within the boundaries of the Pale of Settlement. Rosenbaum later became Minister of Public Affairs in the short-lived Autonomous Lithuanian Republic
