An imperial decree of Napoleon, Emperor of France and the King of Italy declaring that there will be an Assembly of French Jews joined in Paris on the 15th of July, 1806. This call to the Assembly of Jewish Notables, which established the Grand Sanhedrin the following year, was initially intended to recruit Jews to the French Army. The practical effect of its creation was to make French Jews the freest in all Europe. A table on p.4 shows the distribution of the 74 delegates from the various regions within France
