As editor of Der Welt, the weekly central organ of the Zionist movement Martin Buber emphasised the need for a new Jewish creativity. This emphasis on cultural rather than political activity lead to the formation of the Zionist Democratic Faction which stood opposed to Herzl’s ideas. As a member of this faction, Buber resigned as editor of Der Welt before the Fifth Zionist Congress in 1901
