Resolutions passed on the topics of communal customs, prayer rites and educational curricula. The first Karaite settlers in the Crimea were traders from Byzantium arriving in the 13th Century. The majority population of the Crimea were Turic-speaking Muslims and the Crimean Karaites developed there own dialect of Turkic called Judeo-Tatar. The Crimean Karaites were economically comfortable, occupying themselves with trade and commerce, and, as this document indicated, their communities were well organized.
