Convened by Napoleon in 1806, the Paris Sanhedrin formulated rulings concerning civil issues that faced the Jews who had become enfranchised citizens of a centralised modern democratic state. The present work is a prayer of gratitude from the newly emancipated Jews for Napoleon, whom many regarded as their political savior. See S.
