The first ten years of Emperor Franz Josef’s reign, the era of so-called neo-absolutism, was of harsh rule and the formation of an intolerant police apparatus. Inevitably, a latent mood of rebellion arose, that only grew more threatening when the Government withdrew the promise of a constitution in 1851. That retraction had repercussions that lasted long into Franz Josef’s rule and resulted in an attempt on the Emperor’s life in 1853
