Dr. Joseph Hermann Hertz (1872-1946), among the first graduate of the Jewish Theological Seminary of America (1894), was elected the fifth Chief Rabbi of England in 1913, succeeding Dr. Herman Adler. An exceptionally impresssive vocal figure for Anglo-Jewry he publicly criticized Russian anti-Jewish policy, fought against liberal Judaism and later fought against Nazism and its echoes in England. His powerful advocacy of Zionism was parly responsible for the successful outcome of the negotiations that led to the Balfour Declaration in 1917. See EJ VIII, col. 397
