Minutes establishing regulations of a host of issues concerning city and synagogue issues, under the auspices of Chief Rabbi Aaron Choriner. Matters relating to synagogue decorum predominate, including: Prayers may only commence at the the direction of the sexton. Should the President of the Community be detained on public business before the Sabbath, prayers must be delayed upon his arrival in synagogue. Private prayer quorums are banned, (except for Mourners).In order to maintain decorum, the sexton is empowered to take a mashkan (surety pledge) from the membership which will be forfeited should one chatter or act discourteously during prayers. Additionally, it is the Rabbi’s responsibility to ensure the community’s teachers and ritual slaughterers are fulfilling their responsibilities.
