Eldest son of Edwin Louis Samuel and brother to Viscount Herbert Samuel, Sir Stuart Montagu Samuel, Bart., M.P. succeeded his uncle, Samuel Montagu, Lord Swaythling as Member of Parliament for the Whitechapel Division of the Tower Hamlets, which he represented between the years 1900-1913 and 1913-1916. He served as President of the Board of Deputies of British Jews between 1917 and 1922. In 1919, he headed an inquiry commission, the Samuel Commission, sent by the British Government to Poland to examine the causes of anti-Semitic tension and disturbances which had aroused sharp criticism in the West.
