The Spaniard Martin de Azpilcueta (1491-1586), a prominent scholar of canon law, was also a theologian, as well as an early economist, the first to develop Monetarist theory and one of the very few of that time who publicly defended money-changing and usury. A native of the Kingdom of Navarre, Azpilcueta was Professor of Law at the Universities of Toulouse, Salamanca and Coimbra.
