One of the prime Chassidim of the Tzemach Tzedek of Lubavitch. An Iluy born in Liadi, he rose to become Av Beth Din of Polotzk and later, Lublin. In 1892 he moved to Jerusalem, and upon the instruction of the Rebbe Rasha’b of Lubavitch, subsequently settled in Hebron. His responsa were gathered into the monumental work Torath Chessed, published in two volumes (Warsaw, 1883 and Jerusalem, 1909).
