A grandson of R. Ya’akov Yehoshua Falk (Pnei Yehoshua), R. Tzvi Hirsch Rosannes (1733-1804) was the Chief Rabbi of Lemberg. He interceded with the Austrian government on behalf of the Jews of the Empire a number of times, notably along with R. Yechezkel Landau (Noda B’Yehuda) in order to repeal a draft order. The author’s wife operated the Jewish printing press in Lemberg and published this work.
