A letter circulated among different unions who saw the migration of cheap labor from Southern and Eastern Europe, that is, mainly Italians and Jews, as a “menace to the American standard of living.” Worried that immigration hinders the ability of wages to increase and the hours of native-born American workingmen to be decreased, the document petitions Congress to institute a literacy test for male immigrants. Signed by Annie Morris, Secretary of the Union.
