Apparently for use by Yiddish-speaking Jews immigrating to Palestine in order to facilitate conversation with the native Arab-speaking Palestinians. As a Yiddish - Arabic text, the work is not the first of its kind. Getzl Zelikovitz published in New York a popular 32-page Arabic handBooks two years earlier, and with the same purpose (see https://blogs.princeton.edu/rareBooks/2010/06/teach-yourself-arabic-in-yi/). The author of the present work mentions Zelikovitz in a footnote to the preface, noting that, having been published in America, it is inaccessible to European Jewry, and moreover, it teaches an antiquated form of Arabic.
