In December 1876, the great powers of Europe met in Constantinople to discuss plans to force the Ottoman Empire to reform its government in order to end two major uprisings in the empire and prevent war with Russia. Part of these meetings were dedicated to discussing the religious freedom of non-Muslims living in Ottoman territory. Simultaneously, a meeting of the leaders of international Jewry occurred in Paris in order to discuss the possible impact of the Constantinople Conference on the Jews of the Ottoman Empire. The proceedings of this meeting are recorded here. Ultimately talks failed, leading to the Russo-Turkish War.
